Fees

The fees on a transfer, and how Harbor bills you each month.

How It Works

Every transfer has two fees, and some have a third. They go to different places:

  • Harbor fee (HARBOR_FEE): what OwlPay charges your company for the transfer. It is billed once a month. It isn't taken from the transfer, so the sender and the recipient don't pay it.
  • Commission (COMMISSION_FEE): what you charge your Customer on top. Harbor takes it from the transfer and pays it to you each month. See Commission.
  • Network fee (BLOCKCHAIN_NETWORK_FEE): the blockchain cost of moving stablecoins. It only appears on some transfers. The Customer pays it, and it comes out of the transfer. Harbor calculates it, and it isn't sent in the request. It is not a commission and not part of the monthly settlement.

Quote Fees

Each quote lists its fees in fees:

FeeWho paysTaken from the transferWhen it appears
HARBOR_FEEYour companyNoAlways
COMMISSION_FEEThe CustomerYesAlways
BLOCKCHAIN_NETWORK_FEEThe CustomerYesWhen the network fee is charged to them
CARD_NETWORK_FEEThe CustomerYesDebit card transfers

  • is_deducted_from_amount says whether a fee reduces the amount the recipient gets.
  • A fee of zero is left out, except HARBOR_FEE and COMMISSION_FEE.
  • The exchange rate and amounts in the quote are final for that transfer. Use them for what you show your Customers.

For all the quote fields, see Quotes.

Monthly Settlement

Harbor settles once a month. It doesn't take fees from each transfer, and you don't keep a balance with OwlPay. It nets your commissions against your Harbor fees:

Net = commissions earned − Harbor fees

Only completed transfers count. A transfer that is rejected, expired, cancelled or refunded has no Harbor fee and no commission.

For example, a month has four transfers. The Harbor fee is 16 USD per completed transfer (an example, not a rate):

TransferStatusCommissionHarbor feeNet

3completed20.0016.00+4.00
4rejected0.000.000.00
Total100.0048.00+52.00

The net of each transfer is commission − Harbor fee.
For the month, the net is 100.00 − 48.00 = +52.00 USD, and OwlPay pays it to you.

Statements

How the monthly statement works.

  • The billing period is a calendar month.
  • Harbor generates the statement on the 1st of the next month and emails it on the 5th.
  • Payment is due on the 25th.
  • The statement can also include other charges from your agreement, such as deposit account and wallet fees, and any credit or balance carried over from the previous month.

If you owe OwlPay, you get an invoice. Pay it by wire, SWIFT or a USDC transfer. If OwlPay owes you, it pays the commission to the receiving account set on your application, by wire, SWIFT or stablecoin.

Fee Reporting

Where to see the fees you were charged.

  • Quote and transfer: fees shows the fees of each one. To check a transfer, search by your application_transfer_uuid.
  • Harbor Portal, Billing tab: the monthly statements, with the Statement PDF, the Statement CSV and the Invoice PDF. The CSV lists every completed transfer in the period with its Harbor fee and commission, by application_transfer_uuid.

To get the fees of one transfer, call:

GET /api/v2/transfers/{transfer_uuid}

Notes

A few things to know about fees.

  • The Harbor fee is a percentage plus a fixed amount. The rates depend on the payment method and on your volume for the month, as set in your agreement.
  • The quote shows the Harbor fee for each transfer. For questions about your rates, contact your Account Manager.
  • All applications settle monthly. Harbor doesn't take fees per transfer.
  • A commission of 0 is allowed. The Harbor fee still applies to every completed transfer.
