Claim testnet USDC or USDT

https://harbor-sandbox.owlpay.com/api/v1/applications/faucet

Request testnet USDC or USDT to a specified blockchain address. The amount is
deducted from the daily quota (500 per chain per currency per day per application).
USDT is only available on the ethereum chain; USDC is available on every chain
Harbor supports. Supports choosing the currency (新版支援自選幣別) — supersedes
POST /faucet/usdc, which claims USDC only.
